Maze has forwarded to me copy of letter to
Stephenson of April 16th commenting on Shanghai
opinions on proposed agreement, ridiculing idea
that if negotiations fail "there would be no
reaction detrimental to general British interests
in China" and maintaining on the contrary that a
customs blockade engendering ill-will all round
cannot fail to do serious damage to hongkong's
local trade and impede circulation of British
goods. He also advances agreements ( sic ? arguments) against the old article 5 and against
idea that there should be a quid pro quo in form
of some scheme for pirate suppression and he adds that he intends to go to Hongkong about the middle
of May to re-open discussions with the new
Governor and that he is advising Chinese
government that if Hongkong finally rejects agreement in mended form the customs must forthwith inaugurate preventive measures which,
